Is this blackspot, it looks a bit fuzzy upon closer look.
Is this in the fall? You can see below rose rust changing the kind of spores made to make the dark overwintering structures vs the orange pustules on ‘Lillian Gibson’.
My guess is Rust as well.
OK, I’ve not seen rust on the roses up here in So Ore, but did have it in CA.
