Assuming you mean the double form, if you’re in the U.S., then you might be able to request to order one from Greenmantle: Classic Shrub Roses:heritage varieties+wild species
I’m not aware of the single form being cultivated here, if anywhere.
Whether you could do anything useful with the double is less certain. It probably has little in the way of reproductive organs. I suspect it might be one parent of triploid ‘Persian Yellow’, which could plausibly be a hybrid of R. foetida and R. hemisphaerica. I tried one a few years ago, but my hot, humid climate definitely did not agree with it and it did not last long. It is probably marginally healthier ‘Persian Yellow’, however.
For something with some (but maybe not all) of the desirable qualities but a significantly stronger constitution in humid areas, you might try ‘Harison’s Yellow’.
