Potassium Silicate

I’ve found a local source for potassium silicate. What would be the proper way to use it outdoors on mature roses? Does it need to be diluted? How about its use indoors on seedlings that might be prone to mildew? Is there a need for safety precautions in use or storage?

It’s pretty safe and from my understanding isn’t more toxic than a standard fertilizer. THe stuff I used in the past was ~8% silicate by volume and the recommendation was a tablespoon or so per gallon to use in the irrigation water or as a foliar spray. I used it in the water and as a foliar spray on seedlings, but it didn’t seem to noticably have an effect on the mildew problem I had.
