My Stanwell Perpetual has had these weird white things on it for a while by its base and around its leaf buds. What do you guys think, could it be pernicious scale or its larva?

Sure does look like a scale-infestation. I treated Stephen’s Big Purple for scale with a light spray of rubbing alcohol to dry out their outer shells, then went in heavy the next day with End-All soap spray.
Then again with the End-All a couple weeks later for the stragglers.
