Cultivar names play a role in the sale of a rose, therefore, names are treated as commodities.
For Love of Roses offers naming rights from time to time, starting at $2,500.

Most roses named after people are named so because of personal significance to the breeder. You may find a breeder with naming rights for sale or you could create and name your own variety.

I think it becomes a question of what you aspire to become of the rose named after someone…
If you don’t hope for a phenomenal rose that would be patented and made available to wider circulation, you could probably strike a deal with any number of breeders. Roses that “make it” commercially are a one-in-a-million (or perhaps closer to 1 in 15,000 or thereabouts) meaning there are a great many that don’t make the cut. For those that aren’t deemed market-worthy, a breeder might be willing to allow a third party to choose a name.
It’s conceivable you could strike an informal agreement with a breeder, though I don’t really know the implications of doing so, personally.
I assume the J&P program purchasing 300 “exclusive” rose plants means they didn’t quite make the cut.
