Multiflora Rose

I am the Invasive Species Coordinator for the New Hampshire Department of Agriculture as well as the Chairman for the NH Invasive Species Committee. I am looking for information pertaining to whether or not derivatives of Multiflora Rose are cultivars and varieties or if they are actually hybrids.

My dilema is that our invasive species rules also regulate all cultivars and varieties of any given species. However, we do not regulate their hybrids. Therefore, if anyone can provide me with a list of references or provide scientific literature that shows that the shrub roses being sold in the trade are actually hybrids of Multiflora and not cultivars or varieties then this issue can be resolved.
