Is it legal to sell an offspring of a David Austin? Some of my seedlings are from unknown sources.

Absolutely. There are no restrictions to selling seedlings derived from any non GMO rose. You might encounter an issue if you were breeding from the Suntory GMO created Applause and your seedling carried their GMO created genetic marker as that is patented. You could encounter issues if you were selling ASEXUALLY propagated plants of any of their patented varieties or if you were using their trademarked names without permission, but using Austin roses for seed or pollen parents is not restricted.
