Welcome! Those are normal rose seeds. The term for seeds growing outside the hip like that is exogenous seeds. There are a number of discussions here on the forum of these type seeds. If you’ll search for exogenous seeds above you’ll find them. Here are links to a few to get you started.

It’s been a while since the last discussion of this matter, and I have been wondering if any new knowledge has been gained recently regarding exogenous seeds. Are they sufficiently viable to warrant planting? Would aborting them early be beneficial to any normally developing seeds in the hip? Sadly, I had such poor germination from hips containing exogenous seeds over the past two seasons that I could not determine anything, and a little new advice now would be very timely!

This is my first attempt at hybridisation and after all the fears of failure I have some lovely hips coming along.
I am very pleased at this stage but there are a number with seeds forming outside the hips,about 1/2 the hips on 1 bush which is easily my best producer.
The hips look very healthy with the seeds good size and quite green at this stage
Will they be fertile and should I try to protect them in any way?
They are about 8 weeks along with a month of hot weather still to come.
A few of my green hips have seeds across the top that are currently red in color.
Are these definitely already dead?
I have been spraying my plants and their hips with fungicide.
If not yet dead, is it possible to harvest these few top seeds without damaging the rest of the hip that needs to ripen further? Has anyone ever tried this?
If I harvest these exposed seeds at the regular harvest date (early-mid October) and scarify to expose the inner seed core, is there any chance of germination?
