I recently had a seedlng for a good month and a half that just would not develop once I pricked it out and potted it up. (It was a late-comer from a season of failures for a cross I really wanted. Grr…)
My earlier failures (damping off) appeared to be medium related. (The entire bag of potting mix is now awash with white mold.) Dunno if residuals from such might have caused lack of development?

That happens with a certain frequency in certain crosses or OPs–in all cases that I’ve seen over the years, it appears to have nothing to do with conditions. I’ve had several this season, one from a deliberate cross and others from open-pollinated seed, all with (mostly) normal siblings.
