Borer wasps suddenly appearing on my seeds

I have a container with some dried out seeds that did not germinate this year. I checked on them today, just to see how the seeds were doing. In the container were several small wasps, with a borer/ovipositor thing sticking out at the end of their body. What are those, and why do they suddenly appear in this sealed off container? There are none in the other containers. Is this a species that bores into seeds and lays eggs in there? Did they germinate from eggs on or in the seeds? The seeds were soacked in OxiClean for 18 hours… I can’t imagine they flew into that container. It’s a margarine container that was closed. Now there are five wasps in it.

Any experience with these creatures?
