no flowers to work with

Its been a soggy spring in the Great Lakes area. I am getting few flowers to work with. Alot of stems come to a dead end with no flowers!

Is it all the rain or something else?

Should I snip the end to the first 5 leaf now ?

If you’re getting blind shoots, it’s not from the rain. I’m on the Canadian side & we’ve had rain just about every day, & night. My roses are growing in puddles, but I am getting buds. So far there was one bloom on R. primula (I’m guessing that’s it for the season) & pendulina is in full but soggy bloom. I’ve gotten a head start on the season by using the blooms of my new seedlings on each other. My gardening buddies are telling me that the perennials are about a month behind in our area.
