Likewise, are there trade magazines directed at governmental types such as urban, governmental or municipal landscapers and/or landscape designers?
Lots of listings for nursery and landscape associations, nursery landscape associations, professional landscapers associations, etc. Many of them publish magazines or newsletters. I’m sure the specialists would be included in the larger groups.
Parks and Rec is the best one I’m aware of. Earth-Kind was featured in it a year or two ago. It covers broader topics than the design, but maintenance and other associated issues like working with people and the public. Interestingly, American Nurseryman magazine has a strong landscaper base of subscribers (or at least used to before they went to once a month publication and smaller issues). People would like to understand topics related to plant care, new varieties, etc. Like Peter said there are a lot of associations. There is the American Nursery and Landscape Association (now merged with OFA). THey sponsor the Journal of Env. Horticulture through the Horticulture Research Institute. The Public Garden Association also has some good information on design sometimes and public interaction with spaces. There are also the state Nursery and Landscape Associations.
What are you interested in doing Don? Are you wanting to advertise the survey you and Dave Byrne and others developed for rose preferences and have an efficient way to reach these practitioners? If so, I think you’ll need to really spread your efforts across different state and national organizations to reach them.

I want to understand the public segment of the horticultural industry which (probably) has mostly a consumer role although it’s a mystery how much development and production occurs in the public sector. A survey would be part of that effort but it would be different from the first and there’s a lot that can be learned first from other sources (like associations and their publications).
