Do you still live in the Philippines? If you do sending seeds could be a problem for many of us. What are you trying to breed. Do you know what species or other roses you already have? As for me I have already planted all my seed. I could possibly send you pollen in spring of something if you have something that will set hips, but I do not know what the legal status of sending pollen would be either.
