Best time to transplant new seedlings

I got some seedlings beginning to come up. What do you find as the best time to transplant them out of trays into pots.

In brief, as soon as they get their elbows above the surface of the medium where they’re germinating, whether that is in a plastic baggie or a flat or a tray or a pot.

I plant seedlings in the fall when they go dormant after their first year of growth. But I germinate seedlings in large containers and cull until 1-10 are left in total, so each germination method will have an optimal planting time.
